Adult Domains are Allowed in Vietnam?

As stating on the VNNIC policy, there are no adult domains allowed in Vietnam. However, there are still some xxx domains which can be found in the registry database:
cailon.vn
tinhduc.com.vn
Last year, Vietnamese people were the top searchers for “Sex” on Google.
